What if we do not have depth for every slip?

Then those slips are not offered. The fit check is deliberately all or nothing, because a guess about under keel clearance is not a guess worth making.

Can we run a marina without a campground?

Yes. A marina can sit beside your sites or be the whole property.

How does shore power get billed?

Flat, or metered. On metered slips a reading is taken at the start and the end of the stay and the difference posts to the folio at checkout.
